Top 10 Sweepstakes Casino Development Companies in USA

A shortlist of US sweepstakes casino developers, from custom builders that create dual-currency platforms to order, to the turnkey providers, content studios and operators behind the sweepstakes brands US players already use, plus the latest 2026 sweepstakes casino statistics.

Sweepstakes casinos are the largest part of US online casino-style gaming that sits outside state iGaming licenses. Players buy Gold Coins for entertainment play and receive free Sweeps Coins, which can be played and redeemed for prizes once identity checks are passed. Because no purchase is ever required to get Sweeps Coins, the model has reached players in the 40-plus states where real-money online casinos are not legal. Eilers & Krejcik Gaming now estimates US sweepstakes casinos will generate about $20.5 billion in player purchases and $6.6 billion in net revenue in 2026, up 9% year over year, even with California and New York offline.

The same growth has drawn a wave of state action. Nine states now ban sweepstakes casinos by statute, Oklahoma's ban starts on November 1, 2026, and the American Gaming Association has backed the crackdown. That makes a sweepstakes casino very different from a generic social casino app. It needs a dual-currency wallet that keeps Gold Coins and Sweeps Coins strictly apart, a free alternative method of entry, a prize redemption engine with KYC, state geofencing that can be switched off in days when a law passes, payment and fraud controls for high-risk processing, and game content that studios have actually licensed for sweepstakes use. We reviewed US-based development companies, platform providers, content studios and operators on their sweepstakes experience, compliance awareness, technical depth, pricing transparency, team scale and post-launch support. Below are the 10 that stood out, whether you want a sweepstakes casino built around your own brand or proven content and platforms to license or learn from.

Market Statistics

Sweepstakes casino statistics for 2026

These are the latest figures from gaming research firms, operator filings and state legality trackers. They show how big the US sweepstakes market has become, where demand moved after the 2026 bans and why compliance now shapes every build.

$3.7BChumba Casino revenue, FY2025Up 25%, about 71% of VGW group revenue (VGW accounts filed with ASIC)

Sweepstakes estimates vary widely by source and method. Eilers & Krejcik cut its outlook in 2025 before revising it sharply upward for 2026, and Blask sizes the segment at $7.2B, so treat any single figure as a planning baseline rather than a fixed fact.

The 2026 bans show how fragile any single state is. California, the largest sweepstakes market at roughly 17% to 20% of the segment, closed on January 1, 2026 under Assembly Bill 831. In the four banned states Blask tracks, sweepstakes demand fell by more than half, with Tennessee down 59%, and players did not move to licensed casinos. Demand shifted to neighboring states instead. At the top of the market, Chumba Casino held a 17.9% share in the first half of 2026, but Crown Coins overtook it in Blask's monthly index for the first time in June.

Pressure is also arriving through the courts. Kentucky's Attorney General sued VGW in 2026, alleging illegal gambling, and High 5 Games lost a $24.9 million case in Washington in 2025 before pulling sweepstakes play from several states. For founders, this means the legal model, the state exclusion map and the ability to change both quickly are as important as game count or bonus design. Any build plan should start with a gaming attorney and a platform that can switch a state to social-only play without a redeploy.

Methodology

How did we compile the list of top sweepstakes casino developers?

We started with US-headquartered and US-based firms in Clutch and GoodFirms gaming and gambling categories, company websites, market trackers and recent sweepstakes news from trade press. We then checked each firm's website, review profiles, press releases and, for listed or filing companies, financial results in October 2026. Every firm was compared on the same six factors. Where a figure or a sweepstakes reference is not public we say so rather than guess, and we left out sweepstakes software vendors with no US presence.

The 2026 List

Top sweepstakes casino development companies in the USA

The companies on this list fall into two broad groups, and the difference matters because the right choice depends on what you are trying to launch.

Sweepstakes casino development companies

They work with founders, operators and land-based businesses to build a sweepstakes casino around a specific brand, game mix, tech stack and state strategy. Idea Usher, GammaStack, SDLC Corp and Biz4Group are custom casino and iGaming developers with documented sweepstakes or social casino work. Suffescom and SoluLab are general software firms with casino or game credentials. Choose this route if you want to own the platform and its roadmap.

Content studios, platform owners and operators

They supply sweepstakes-ready games, run omnichannel sweepstakes businesses or operate the brands players know. Primero Games, High 5 Games, Golden Matrix Group and VGW fit here. They are not build-to-order agencies, but they show what a successful US sweepstakes product looks like and where content can be sourced.

That is why VGW and Idea Usher can both appear in the same top 10 without offering the same service. The ranking reflects which partner is the strongest fit for each type of buyer, not which company is the largest.

1. Idea Usher

Best for: Custom sweepstakes casinos you own, with the dual-currency wallet, redemption engine and state rules built around your brand
#1 for Custom Sweepstakes Casinos

Why it ranks #1: Idea Usher takes the top spot for businesses that want to build and own a sweepstakes casino rather than rent a white-label skin. Its team covers the parts that usually need several specialists, including dual-currency wallet design, free-entry and mail-in flows, prize redemption logic, KYC and age verification, state geofencing, game aggregation and custom game development, payments, art, frontend and mobile development, testing and post-launch engineering. Idea Usher also lists iGaming software development among its core services on Clutch.

That makes it particularly relevant for founders, land-based sweepstakes operators moving online, social casino brands adding Sweeps Coins and iGaming companies entering the US through the sweepstakes model. Its sweepstakes work covers Gold Coin and Sweeps Coin ledgers that never mix, AMOE request handling, playthrough and minimum-redemption rules, redemption queues with identity checks and manual review, purchase and daily limits, and a state rules engine that can block sign-ups, purchases or Sweeps Coin play per state from the back office. Platform scope also includes game provider and RGS integrations, custom slots and instant games, VIP tiers, daily rewards, referral and affiliate tracking, CRM and analytics. The platform is designed around the client's brand, content, payment partners and state strategy instead of being chosen from an existing template.

Why we ranked Idea Usher #1

  • Built for custom projects: The platform is developed around the buyer's own brand, game mix, coin economy and target states.
  • Coin economy is part of the build: Gold Coin packages, Sweeps Coin bonuses, playthrough rules, redemption thresholds and VIP rewards are modeled alongside development.
  • Compliance-ready foundations: Free entry routes, official rules support, KYC at redemption, age gates, geolocation and responsible-play limits are part of its casino platform scope.
  • Built for a moving map: State rules can be switched from the back office, so a new ban means a configuration change, not an emergency rebuild.
  • Established delivery capacity: Clutch lists a 250 to 999 employee team, 11+ years of experience and a 4.9/5 rating from 44 reviews.
Engineering focus: React, React Native and Flutter clients, Node.js and Redis real-time backends, double-entry coin ledgers with idempotent wallet APIs, RGS and aggregator integrations, and optional crypto redemption rails (company iGaming page).
Company track record: 11+ years in development, 250+ specialists and a 4.9/5 Clutch rating across 44 verified reviews.

Its portfolio now spans gaming content, online gaming solutions, redemption kiosks and an omnichannel platform, and in September 2026 it bought the Gaming Division of Win Systems, including the Gold Club electronic roulette business, as part of a push to build a global gaming company.

6. High 5 Games

Best for: Seeing how a slot studio runs its own sweepstakes casino

High 5 Games is a slot studio founded in 1995 that licenses titles to land-based and online casinos, including regulated operators such as DraftKings and BetMGM. Its sweepstakes arm, High 5 Entertainment LLC in Mahwah, New Jersey, runs High 5 Casino, one of the longest-running US sweepstakes casinos since 2012, with 1,700+ games and many in-house exclusives. It also shows the regulatory cost of the model: after losing a $24.9 million case in Washington in 2025 it stopped sweepstakes play in several states, and its January 2026 rules exclude 18 states, leaving roughly 32 states plus DC.

Golden Matrix Group is a Las Vegas gaming company listed on NASDAQ as GMGI. Its in-house studio, Expanse Studios, entered the US sweepstakes market in late 2024 and integrated with five US sweepstakes operators by February 2025, including Yotta, which reported more than 900,000 players across 46 states. Expanse supplies 55+ proprietary slots, crash games and table games and built a dedicated social wallet layer to handle currency, token and compliance changes across operators, which is the kind of content adaptation a new sweepstakes brand needs.

8. VGW

Best for: Benchmarking the largest US sweepstakes brand (Chumba Casino)

VGW is the company behind Chumba Casino, LuckyLand Slots, LuckyLand Casino and Global Poker. It is headquartered in Perth, Australia, but its customers are overwhelmingly in the United States, and it runs its own in-house platform. VGW reported group revenue of A$7.3 billion (about US$5.2 billion) for the year to June 2025, with Chumba alone at about US$3.7 billion, up 25%. Chumba held a 17.9% share of US sweepstakes demand in the first half of 2026, though Crown Coins passed it in Blask's monthly index in June. VGW is not a build-to-order studio, but its product shows the coin packages, daily rewards and redemption experience US players expect, and its 2026 legal pressure, including a Kentucky lawsuit, shows the risks.

Buyer's Guide

How to choose a sweepstakes casino development company

A sweepstakes casino has to feel like a premium casino, follow sweepstakes law to the letter and survive a state map that changed six times in 2026 alone. Small gaps in the wallet, the free entry route or the redemption flow can turn into chargebacks, lawsuits or a forced shutdown. Use these seven checks to compare vendors before you sign.

  1. Ask for live sweepstakes products, not mockups

Request links to live sweepstakes or social casinos the vendor built, with operator references you can call. Building a lobby is easy; running coin packages, daily rewards, redemptions and support queues for real players is where inexperienced teams fail.

  2. Check the dual-currency wallet and ledger

Gold Coins and Sweeps Coins must sit in separate ledgers that can never be converted into each other, with every credit, debit, bonus and redemption logged. Ask how the wallet handles disconnects, duplicate requests and refunds, and whether it is idempotent under load.

  3. Confirm compliance is built in, not bolted on

The platform should support a working alternative method of entry, official sweepstakes rules, playthrough and redemption thresholds, KYC before redemption, age gates and responsible-play limits. Your partner should work alongside your gaming attorney, not ask you to fill in the legal gaps later.

  4. Make sure state rules can change in a day

With new bans arriving every legislative session, you need geolocation plus a back-office rules engine that can block sign-ups, purchases or Sweeps Coin play per state, or switch a state to social-only mode, without a code release.

  5. Verify game content and RNG

Not every studio licenses its games for sweepstakes use, and unlicensed content is both a legal and a commercial risk. Ask which providers are already integrated for sweepstakes, how RNG fairness is certified and what it costs to add custom or exclusive titles.

  6. Review payments, redemptions and fraud controls

Sweepstakes casinos need payment partners that accept the model, fast but reviewed prize payouts, and defenses against multi-accounting, VPN and location spoofing, bonus abuse and chargebacks. Ask for the fraud rules and the manual review workflow, not just a list of features.

  7. Compare pricing models and IP ownership

Turnkey platforms are cheaper to start but usually carry a revenue share or monthly fee for life, while custom builds cost more upfront and leave you owning the code. Get a phased quote covering platform, wallet, integrations, compliance tooling, QA and 3 to 6 months of post-launch support, and confirm in writing who owns the source code and player data.

Red flags: no live sweepstakes references, Sweeps Coins that can be bought directly, no working free entry route, state blocking that needs a developer to change, unlicensed game content, a single price with no phase breakdown, and no named people for compliance and payments.

Conclusion

Picking the right partner for your sweepstakes casino

The right partner depends on whether you need to own a platform, license one or learn from the market leaders. VGW's Chumba Casino shows how far a single sweepstakes brand can scale, High 5 Games shows what studio-grade exclusive content brings, Golden Matrix supplies proprietary games built for sweepstakes operators, and Primero Games shows how land-based sweepstakes can move online. GammaStack and SDLC Corp offer ready platforms and published pricing for faster or lower-cost launches, Biz4Group brings live social casino and aggregation work, and Suffescom and SoluLab can add engineering capacity if you validate their casino experience. If you want a sweepstakes casino built around your brand, your coin economy and your state strategy, a custom developer gives you the source code and the freedom to adapt as laws change.

With US sweepstakes purchases forecast at about $20.5 billion in 2026 and demand moving quickly between states, there is still room for new brands, but only if they are compliant, trusted and fast to adapt. If you want one team that can design, build and launch a sweepstakes casino from concept to live operations, Idea Usher covers dual-currency wallets, free entry and redemption flows, KYC and geofencing, game integrations and custom games, payments and fraud controls, and back offices end to end. Start with a short paid discovery phase, ask every vendor for live sweepstakes references, and confirm that you own the source code and your player data.

FAQ

Frequently asked questions

A sweepstakes casino development company designs and builds the platform behind a dual-currency social casino. The work covers the Gold Coin and Sweeps Coin wallet, the free alternative method of entry (AMOE), the prize redemption engine, KYC and age checks, state-level geofencing, game aggregation or custom games, payments, fraud controls, a back office for promotions and VIP programs, and the mobile and web apps players use. A strong partner also builds the platform so state rules can be changed quickly as laws move.

Our top 10 for 2026 are Idea Usher, GammaStack, SDLC Corp, Biz4Group, Primero Games, High 5 Games, Golden Matrix Group (Expanse Studios), VGW, Suffescom Solutions and SoluLab. The first four build sweepstakes platforms for clients. Primero Games, High 5 Games and Golden Matrix supply sweepstakes content, technology or omnichannel products, and VGW runs Chumba Casino, the market's largest brand. Suffescom and SoluLab are general software partners.

Published industry ranges put a turnkey or white-label sweepstakes casino at roughly $20,000 to $80,000 to set up, usually with a revenue share or a monthly platform fee. A semi-custom build typically runs $50,000 to $150,000, and a fully custom platform with your own wallet, redemption engine and compliance layer runs $150,000 to $500,000 or more. Game licensing, KYC and geolocation vendors, payment processing, legal review and marketing are extra.

Turnkey platforms can go live in about 4 to 8 weeks, and some providers advertise launches in around five weeks. A semi-custom platform usually takes 8 to 16 weeks, and a fully custom sweepstakes casino with its own wallet, redemption flows and native apps takes about 5 to 12 months. Legal review of the sweepstakes rules and the state exclusion map should run alongside development, not after it.

It depends on the state, and the map is changing fast. As of 2026, nine states ban sweepstakes casinos by statute (California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee), Oklahoma's ban starts on November 1, 2026, and several more states restrict the model through regulators or existing law. Sweepstakes casinos also rely on a no-purchase-necessary entry route and clear official rules. Get advice from a gaming attorney before you launch. This is general information, not legal advice.

Sweepstakes casinos run two currencies. Gold Coins are bought or earned and are only for entertainment play. Sweeps Coins are given away free, through purchase bonuses, daily rewards and a mail-in or other free entry route, and can be redeemed for prizes once a player passes identity checks. The platform has to keep the two balances strictly separate, enforce playthrough and redemption rules, log every coin movement and block players in excluded states, which is why the wallet and redemption engine are the most important parts of the build.
